One common issue raised in various workshops and seminars among local government officials pertained to the short term (three years to be exact) of Local Elected Officials.
The common refrain, though raised in jest, was that the three-year term was spent as follows: first year, learn the job; second year, do the job; third year, work for re-election for the job.
